System Level 'SPW' Server Username Password Update

The SPW command has been updated to change telnet password as well as Web access ( Telnet changing only was permitted in the past ).  The username can't be changed from the default "adtec" at this time.  The updated SPW should start to roll into all builds post May 2010.
